Who We Are

CRSC  provides a wide range of construction services to customers in both the government and private sectors. We are able to handle disasters of any scale. Our experienced team of disaster experts are well equipped to manage and streamline your recovery and rebuild process from start to finish.   


CRSC provides shared resources in order to take full advantage of the efficiencies available through the centralization of administrative, accounting, and operational functions. We are constantly exploring new and better ways to improve our management services.

We are always prepared.

CRSC has the capability to expedite mobilization of multiple experienced teams of disaster response personnel including superintendents and project support.  CRSC has performed thousands of rehabilitations, elevations, and reconstructions through various disaster management programs.  We have worked several FEMA housing programs providing temporary/partial repair (such as the STEPS Program and Shelter at Home) as well as well as HUD CDBG funded recovery programs providing long term rehabilitation, reconstruction, and elevation (Louisiana Road Home, Restore Louisiana, or the Rebuild NC program).  We have members working programs from Texas to Puerto Rico.  Our experienced team members also worked past programs such as Brooklyn Build It Back and New York Rising (Hurricane Sandy) as well as many other programs.  


Most of our team members are from the Gulf South Region with many having lived through Hurricane Katrina.  This first-hand experience allows us to relate to the turmoil most homeowners are experiencing.  We understand how overwhelming disaster recovery can seem to the homeowner and we empathize with them.  We not only understand, but we have tackled and solved routine and complex coordination, operational, procurement, technical, and recovery issues associated with executing similar disaster recovery events by providing our traditional construction services and in mitigating rapidly accelerating and evolving events.

Disaster Programs Worked By CRSC

Shelter at Home Program

The Louisiana Shelter-At-Home project included the restoration and renovation.  The population of homes enrolled and completed was 10,800 homes located at various sites in Southeast, Louisiana.  The homes were damaged by the storm and flooding of August 2016.  The purpose of the project was to create a safe, habitable place for residents to stay while their homes were being permanently rebuilt.  Construction consisted of basic electrical, securing broken windows, repairing entrances, and connecting plumbing.  The project also featured the installation of water heaters, the removal of damaged insulation in walls, and the repair of bathtubs/showers, sinks, and toilets.- Our team was a top performer completing 1350 homes with a 98% pass rate. 

Restore Louisiana

The Restore Louisiana Project includes the demolition, restoration, and renovation of 36,000 multifamily homes located through 51 declared parishes.  The homes were damaged by the May 2016 storm and the 1,000 year storm of August 2016 and are part of the Restore Louisiana Homeowner Assistance Program for permanent repair.  Construction consists of installing plumbing and electrical systems, vinyl sheeting over plywood, and roofing.  The project also features water heaters, metal exterior railing and stairs, hollow core interior doors, and new insulation.  

STEP Program

When Hurricane Maria hit Puerto Rico in 2017 it destroyed over 300,000 homes and damaged many more. CRSC is proud to be a part of helping residents return to their homes by delivering temporary repair assistance.  


The Tu Hogar Renace program (Your Home Reborn) allows an eligible homeowner's primary residence to be repaired to a safe, habitable, and functional condition. This includes repairs of roof leaks, replacement of damaged windows and doors, repairs to damaged walls, and water heaters. CRSC is honored to help the good people of Puerto Rico.

PREPS Program

Hurricane Harvey struck the Texas coast from Corpus Christi and Rockport to Houston, Port Arthur, and Beaumont in August 2017 dropping 24.5 trillion gallons of water and damaging or destroying hundreds of thousands of homes, schools, businesses, and infrastructure. The PREPS (Partial Repair and Essential Power for Sheltering) supplements emergency sheltering when communities are faced with needs that significantly exceeds existing capacity.  It provides temporary repairs, such as water and power restoration, and allows homeowners to remain in their homes and communities as they complete permanent repairs to their homes. CRSC was able to quickly and efficiently get residents back into their homes.

E.H.R.V.I.

Emergency Home Repairs Virgin Islands 

Administered by the Virgin Islands Housing Finance Authority (VIHFA), funded by FEMA Public Assistance Sheltering and Temporary Essential Power (STEP) program, the Emergency Home Repairs Virgin Islands Program provides free repairs to eligible owner-occupied homes that were damaged during Hurricanes Irma or Maria in September 2017. 

The program allows individuals and families to safely shelter in their own home instead of staying in shelters, hotels, or rental properties while they wait for permanent repairs. The program is divided into two components: Roof Hardening and STEP. 

CRSC is currently mobilized and operating on the islands of St. Thomas and St. Croix. 


Rebuild N.C.

CRSC, through its North Carolina office, is the leading general contractor on the Rebuild NC program in Robeson County, North Carolina, the CDBG-DR funded program from the Department of Housing and Urban Development (HUD) designed to help low-to-moderate income families and individuals repair or rebuild following damage from Hurricane Matthew. 

ReBuild NC, North Carolina’s Community Development Block Grant – Disaster Recovery program, provides funding to applicants for housing repairs, homeowner reimbursement for work that homeowners have already completed on their own and other housing-related issues due to damage from Hurricane Matthew. 

Individuals who experienced damage during Hurricane Matthew, and were impacted again by Hurricane Florence, may be eligible to receive assistance for Matthew damages through ReBuild NC. CRSC, along with federal, state and local leaders is committed to rebuilding stronger and better so North Carolina will be more resilient in the face of future disasters.
